Frank J. Papatheofanis, M.D., M.P.H, Ph.D. is Professor of Public Health and Policy Studies and President of Saint Katherine College in Encinitas, California. He is Emeritus Professor of Radiology and Director, Science, Technology and Public Affairs at UCSD. Dr. Papatheofanis has been a key national and international thought leader and contributor to the development of health technology assessment and health economics for over 22 years. He has contributed significantly to the development of payer-derived health technology assessment policy by working with major private and public agencies during that interval. He completed major studies as a researcher for the BlueCross BlueShield Technology Evaluation and Coverage (TEC) group and served on the Centers for Medicare and Medicaid Services (CMS) Medicare Coverage Advisory Committee (MCAC) for seven years where he chaired the Diagnostic Imaging Panel. His policy research significantly contributed to adoption of third-party reimbursement for PET and other radiological techniques. In addition he has completed major studies in health economics, econometrics, health outcomes, and risk mitigation analysis involving pharmaceuticals, biotechnologies, medical devices, and health care procedures and services. He has authored or co-authored over 200 publications and currently serves on editorial boards or as referee for the Radiation Oncology, Journal of Nuclear Medicine, Molecular Imaging and Biology, Medscape Radiology, Cancer, Medical Care, Cost Effectiveness and Resource Allocation, and Health Affairs; Dr. Papatheofanis previously served as Statistics Editor of the Journal of Vascular and Interventional Radiology and Associate Editor for Health Economics and Policy for IEEE Transactions in Biomedical Engineering. He is an active member of several organizations including Academy Health, American Economics Association, International Health Economics Association, International Society of Technology Assessment in Health Care, International Society for Pharmacoeconomics and Outcomes Research (ISPOR), and the Society for Medical Decision Making. Dr. Papatheofanis was also previously an affiliated Associate Adjunct Professor in the Department of Economics at UCSD; he held appointments at the Whitaker Institute for Biomedical Engineering and the Moores UCSD Cancer Center.  He trained at Northwestern and Johns Hopkins, as a recipient of NIH and American College of Surgeons Fellowships; his clinical training is in nuclear medicine and radiation oncology.
